Civil Servitude 
is about the local government of a fictional suburb called Bluff City.
 

Percy J. Brown is the Mayor of Bluff City.  A consummate politician’s politician, Mayor Percy is a man of the people.  Politically neutral (or neutered), Mayor Percy knows how to navigate the treacherous waters of local government – he lets his right-hand man, Stan Stanlovski, do all the heavy lifting. 

Stan Stanlovski is the Bluff City city manager. His management style is based on the philosophy that the boss must know everything, only Stan’s never bothered to actually learn what his employees really do. Utterly terrified of his boss, the mayor, Stan knows he’s completely unqualified for any other job, which is why he thinks he’s so good at this one.

Phil Green is relatively new to government employment, having worked for a giant multinational corporation before he was downsized. Phil can’t quite get the hang of how things work (or don’t work) in Bluff City and he’s obsessed with finding a job back in the "real world" before he's stuck working here, which he considers to be the ultimate sign of failure.

Miller is a subtle man of secrecy whose mysterious personal life hints at debauchery, lawlessness, and possible homicide. Miller’s been a fixture at the Bluff City City Hall for so long that no one actually knows what he does for the city. Lacking general customer service skills and prone to fits of intense violent rage and chronic sleep apnea, Miller wins Employee of the Month every month.

Janet Brinley is an Administrative Assistant (God forbid you ever call her a secretary!).  Terribly sarcastic and bitterly cynical, she blames this dour attitude on the fact that she's worked for Bluff City for the last seventeen years.  She swears she was named Miss Congeniality in high school. 

Burt Spurburt is a Professional Engineer, hence the P.E. after his name. He's proud to be a P.E., especially since he took the P.E. test seven times before he finally passed. Bluff City’s City Engineer, Burt is responsible for engineering all city construction projects. Burt calls his brain an organic supercomputer; his co-workers call Burt an organic supernerd.

Angelina Smith is the Bluff City CIO (Chief Information Officer). Originally hired as a software engineer, she quickly realized she was in trouble when Mayor Percy asked her to explain what a software train was. Mayor Percy made Angelina Bluff City’s CIO after he read somewhere that the top twenty cities had their own CIOs, whatever those are.

Elmer Jones is Bluff City’s IT (Information Technology) support guy. He does everything from setting up computers to installing network equipment to bootlegging software. Elmer loves to play online first-person shooter games for twelve to fourteen hours a day. Elmer is secretly running his own internet hosting business on the city’s servers as a side job.

George Johnson is Bluff City’s Operations Manager, in charge of maintaining everything from sewer lines to city streets. While George doesn’t know anything about field operations or maintenance, he knows this can be overcome if you have the right people working for you. Unfortunately, Mayor Percy doesn’t feel the same way, so only the wrong people currently work for Bluff City.
